Crescimento Económico e Educação

Resumo

O objecto deste artigo é a ideia de que a educação foi um elemento potencial do crescimento económico da era industrial e que será determinante na procura do desenvolvimento futuro, envolvendo todas as facetas do ser humano e não apenas o seu papel de recurso produtivo. As investigações sobre o ‘crescimento económico’, na abordagem neoclássica da teoria económica, encaram as pessoas e a sua educação como ‘recursos’ ou um meio de conseguir e garantir o crescimento. Esta é a visão ortodoxa do conceito de ‘capital humano’. O crescimento económico, porém, tem gerado também exclusão social, não levando sempre à partilha da riqueza produzida. Nas teorias e reflexões sobre desenvolvimento humano, em contraste, as pessoas são não o meio, mas o fim do próprio desenvolvimento. O campo da educação - aspecto crucial deste desenvolvimento integral da pessoa - tem contributos teóricos e práticos para os desafios que se apresentam no começo do século XXI à economia, o bem-estar, a preservação da cultura, a capacidade de respeitar a diversidade e a percepção da justiça.

Summary

The object of this article is the idea that education was a potential element of the economic growth in the industrial era and that it will be determinant in the search of future modes of development, involving all the aspects of the human being, and not only its role as productive resource. The research on ‘economic growth’, in the neoclassical economic theory, regards people and education as ‘resources’ or a means of achieving and ensuring growth. This is the orthodox vision of the concept of ‘human capital’. Economic growth, however, has also generated social exclusion, not always leading to the sharing of the produced wealth. In contrast, under the light of the theories and reflections on human development, people are not the means, but the end of development. The field of education - as a crucial aspect of this integral development of the self - has theoretical and practical contributions to the challenges presented, at the outset of the 21st-century, to economy, preservation of culture, capacity of respecting diversity, and the perception of justice.
