Abstract

Structural Crisis of Capital and Its Repercussions in Brazil: A Study on the Dispute over the Public Education Fund in Neoliberal Times (2010–2024)

The article stems from concerns arising from the analysis of the economic, political, and social context of Brazilian reality, which has a direct impact on the budget of social policies. Thus, the research problem is defined as the analysis of the impacts of the structural crisis of contemporary capitalism on the dispute over the Public Fund for education in Brazil, particularly between the years 2010 and 2024. Accordingly, the general objective is to analyze the financing of the Education Policy within the context of the structural crisis of capital during the period from 2010 to 2024, highlighting trends and challenges. The research is grounded in Marxian theory, as it enables a critical analysis of social reality, based on the theoretical and methodological contributions of categories such as totality, historicity, contradiction, and mediation. The methodological procedures used were bibliographical and documentary research. The documentary research was based on official data from the Brazilian State, specifically on the financing of public policies made available by the Federal Senate. Finally, it is concluded that the structural crisis of capital has deepened the dispute over the Public Fund in Brazil, especially after the 2016 coup and the subsequent rise of Bolsonarism in 2018, which resulted in a significant dismantling of the social policy budget in the country.

Author Biographies

Reinaldo Nobre Pontes, Federal University of Pará (UFPA)

Social Worker (UFPa, 1984), holds a PhD in Sociology from the Complutense University of Madrid, Department of Sociology 1 (2007), a Master's degree in Social Work from the Pontifical Catholic University of São Paulo (1993), and specializations in Social Work Methodology (UFPa) and Children and Adolescents (PUC-SP). Currently, he is an Associate Professor 2 at the Federal University of Pará, affiliated with the Institute of Applied Social Sciences, working in the School of Social Work and the Graduate Program in Social Work (Master’s/PhD), which he coordinated from June 2019 to December 2021 and served as vice-coordinator from June 2017 to June 2019. He leads the Research and Study Group in Social Work, Social Policies, and Professional Training (GEPSS), registered in the research groups directory with projects funded by CNPq. He has professional experience in Social Assistance and Child and Adolescent Protection. His research focuses on the following topics: Social Work, Foundations of Social Work, Social Work Practice, Professional Training, and Social Assistance Policy. He is the author of Mediation and Social Work (Cortez Editora, 7th revised and expanded edition) and Citizenship vs. Poverty: The Dialectics of Concepts in the FHC Era (Appris, 2013), and has numerous ongoing publications of articles, books, and book chapters together with members of his research group (faculty and graduate students). He served as Vice-President (Northern Region) and President of ABEPSS (1997–1998) and was a Senior Visiting Professor (CAPES-PROCAD fellowship) at Instituto Superior Miguel Torga in Coimbra, Portugal (ISMT) (2022–2023).

Sonia Mafalda Pereira Ribeiro, Miguel Torga Higher Institute (ISMT)

PhD in Social Work from the Portuguese Catholic University, since 2016. She completed a Master’s degree in Family and Social Systems at the Miguel Torga Higher Institute in 2002. She is an Assistant Professor at the Miguel Torga Higher Institute. Between 2010 and 2023, she taught at the Lusófona University of Porto. As a social worker, she has developed her professional activity in various areas, including domestic violence, children and youth at risk, and community intervention. She is the General Coordinator at Santa Casa da Misericórdia de Vagos.
